That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

The rating level of the noise emitted from the site shall be lower than the existing background noise level determined to be 41 dB(A) by at least 5 dB(A). The noise levels shall be determined at one metre from the facade of the nearest noise sensitive property. The measurements and assessment shall be made in accordance with the latest British Standard 4142. Reason: To safeguard the residential amenities of adjacent properties in accordance with Policy G7 of the Council's adopted South Oxfordshire Local Plan.
