That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

No external lighting shall be provided as part of the development hereby permitted unless in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. Any lighting scheme shall include details of luminaires and relevant technical information on luminance levels and shall employ flat glass luminaires mounted horizontally. Reason: To protect the visual amenities and rural character of the area in accordance with Policy GB4 of the Council's adopted South Oxfordshire Local Plan.
