Conditions / Refusal Reasons
That the proposal would be contrary to policies H5 and H18 of the adopted South Oxfordshire Local Plan. The site does not constitute a strict infill plot, that is a small gap in an otherwise built up frontage, and its development in the manner proposed would constitute a form of backland development that would be out of keeping with the character of the area and detract from the amenities enjoyed by neighbouring residential occupiers. In addition the access to the site is through a social housing development that was granted planning permission as an exception to planning policy to serve the needs of local people and the development would adversely affect the amenities of these occupants of this development.

That the proposal would be contrary to policy G11 of the adopted South Oxfordshire Local Plan. The proposed parking layout would result in poor manoeuvring of vehicles and would be detrimental to the amenities enjoyed by the occupiers of number 19 Newells Close.
