That the proposed mast and radio equipment housing would, by reason of its siting, scale and form, appear unduly intrusive and visually prominent in the landscape to the detriment of the special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty and setting of the Mapledurham Conservation Area. Furthermore it is considered that insufficient evidence has been submitted to demonstrate that existing buildings or structures within the search area could not be utilised to provide the required level of coverage, contrary to advice in PPG 8 'Telecommunications' (1992), Circular 4/99, and draft PPG 8 'Telecommunications' (2000). As such, the proposals would be contrary to the provisions of the approved Oxfordshire Structure Plan, particularly policy EN4, and the adopted South Oxfordshire Local Plan, particularly policies C2, G15 and CON15.
