The South Oxfordshire Local Plan seeks to protect the District's settlements from adverse development and also to enhance the environment whenever opportunities arise (Policy G1). The Council also aims to ensure that development outside a conservation area would not have a detrimental effect on the character of the conservation area (CON15). Residential development within Wallingford will normally be permitted provided that the character of the area is not adversely affected and there are no overriding amenity or environmental objections (H4). In this case the building is a small, simple, victorian industrial warehouse on a small prominent roadside site in close proximity to surrounding residential properties. The proposal involves the provision of dormer windows and the repositioning of most of the existing openings on the front elevation which would alter the character of the building and detract from the character and appearance of the adjacent Wallingford Conservation Area. Further, having regard to the position of the windows and rooflights on the side and rear elevations in relation to the surrounding residential properties and to the change in the use of the building, the proposal represents an unneighbourly form of development which would overlook, and give a feeling of overlooking to, Springdale House, 1 Springdale and 17,17A and 17B Croft Road which would detract from the residential amenity of the occupants of these properties. The Council is not satisfied that these concerns can be overcome and as such the proposal represents an unacceptable form of development.
