Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy G8 of the South Oxfordshire Local Plan.

That the existing hedge along the whole of the north western boundary of the land shall be retained and properly maintained at a height of not less than 2.5 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy G8 of the South Oxfordshire Local Plan.

That the existing hedge along the north western boundary of the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard hedges which are visually important in accordance with Policy G8 of the South Oxfordshire Local Plan.

That prior to the commencement of its use the means of access to which this permission relates shall be formed, laid out and constructed strictly in accordance with the deposited plan reference 350.3C and the attached specification and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification and deposited plan. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 350.3C all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no additional windows to those shown on the submitted plan in the south-east elevation of the dwellinghouse unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the development is not unneighbourly in accordance with Policy H11 of the South Oxfordshire Local Plan.

That the bathroom and bullseye windows as shown on the submitted plan in the south-east elevation of the dwellinghouse hereby permitted shall be glazed in obscure glass prior to the first occupation of the accommodation and shall thereafter be retained. Reason: To ensure that the development is not unneighbourly in accordance with Policy H11 of the South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with Policy G17 of the South Oxfordshire Local Plan.

That no development other than demolition shall take place prior to a detailed site investigation to establish if the site is contaminated, to assess the degree and nature of the contamination present, and to determine its potential for the pollution of the water environment. The method and extent of the site investigation shall be in accordance with B.S.10175:2001 "Investigation of potentially contaminated sites and shall be agreed with the Local Planning Authority prior to commencement of work. Details of a remediation scheme for removing or rendering innocuous all contaminants to prevent risk to occupiers and pollution of ground water and surface water including provisions for monitoring shall then be submitted to and approved in writing by the Local Planning Authority. The measures approved shall be completed before any part of the site is occupied Reason: To prevent pollution of the water environment and in the interests of public health in accordance with Policy G7 of the South Oxfordshire Local Plan.
