Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character of the area in accordance with Policies G1, CON8, CON10, C2 and C4 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G1, CON8, CON10, C2 and C4 of the adopted South Oxfordshire Local Plan..

That a full archaeological watching brief shall be carried out during the period of construction works and during works to carry out the flood compensation measures in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance in accordance with Policies G1 and CON16 of the adopted South Oxfordshire Local Plan.

That the building hereby permitted shall be used only for the purposes specified in the application for the personal enjoyment of occupants of The Mill Cottage and shall remain ancillary to the use of that property. Reason: To secure the proper planning of the locality in accordance with Policies G1, CON8, CON10, H4, and H5 of the adopted South Oxfordshire Local Plan.

That the building shall be constructed on 1200 mm piers, as shown on drawing no.AMC 6D, and the area beneath the building shall not be used for storage and the area shall be kept permanently open to allow for the free flow of any flood water. Reason: To provide the clear passage of flood waters and materials carried therein in accordance with Policies G1 and G16 of the South Oxfordshire Local Plan.

That, prior to the commencement of development on the pool building, flood compensation storage shall be provided on the site in accordance with the details shown on drawing no. BPS 120074/01-09. Upon completion of such works, a ground level survey shall be carried out to demonstrate that the ground has been lowered sufficiently. Reason: To alleviate the increased risk of flooding that would otherwise be caused by a reduction in flood storage capacity in accordance with Policies G1 and G16 of the adopted South Oxfordshire Local Plan.

That no development on the pool building shall commence until a full specification of the foundation design has been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution of the water environment in accordance with Policies G1 and G16 of the adopted South Oxfordshire Local Plan.

That non reflective glass shall be used for all the glazing in the pool building in accordance with the details accompanying the agent's letter dated 16 May 2001 and retained as such. Reason: To safeguard the character of the area in accordance with Policies G1, CON8, CON10, C2 and C4 of the adopted South Oxfordshire Local Plan
