That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.

Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

There shall be no raising of existing ground levels at the site.

Reason: To prevent the increased risk of flooding due to the impedance of flood flows and 
             reduction of flood storage capacity in accordance with Policy G16 of the adopted 
             South Oxfordshire Local Plan.

No spoil or materials shall be deposited or stored on that part of the site liable to flood.

Reason: To protect local amenities in accordance with Policies R9 and G1 of the adopted
             South Oxfordshire Local Plan.
