That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That a retail use of the premises shall be retained and maintained available for that use in the area identified on the submitted plan drawing no. 3996/A. Reason: To secure the proper planning of the locality in accordance with Policy S7 of the South Oxfordshire Local Plan.

That notwithstanding the details shown in the submitted plan this permission does in no way convey a planning permission for the erection of an external fire escape. Reason: Because the application is not accompanied by full details in accordance with Policy G8 of the South Oxfordshire Local Plan.
