Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policy Con 10 of the adopted South Oxfordshire Local Plan.

That detailed specifications of the designs, materials and external finishes of the shopfront, windows, eaves/fascias and rainwater goods shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policy Con 10 of the adopted South Oxfordshire Local Plan.

That the brickwork for the front and the side gabled elevations visible from High Street shall be constructed in Flemish bond. Reason: To safeguard the character and appearance of the Wallingford Conservation Area in accordance with Policy Con 10 of the adopted South Oxfordshire Local Plan.

That prior to first occupation and use of the ground floor a system of fume extraction and ventilation shall be installed in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To protect local amenities in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That at no time shall the ground floor premsies be open between the hours of 11.30 pm and 9.00 am. Reason: To protect local amenities in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance in accordance with Policy Con 18 of the adopted South Oxfordshire Local Plan.
