Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policies G1, C10 and C11 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, rainwater goods and ventilation extracts has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G1, C10 and C11 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and boundary walls, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G1 and G9 of the Council's adopted South Oxfordshire Local Plan.

That before any work is undertaken in pursuance of this consent to demolish any part of the buildings, the applicant shall take such steps and carry out such works as shall, during the progress of the works permitted by this consent, secure the safety and stability of that part of the building which is to be retained. Reason: To safeguard the character of the area in accordance with Policies G1 and C11 of the adopted South Oxfordshire Local Plan.

That the tree to the north of the dutch barn that is proposed to be demolished, shall be protected in accordance with B.S. 5837 whilst development operations are in progress in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of development. Reason: To safeguard trees which are visually important in accordance with Policies G1 and C16 of the adopted South Oxfordshire Local Plan.

That the units shall not be amalgamated or jointly occupied such that any firm, company or individual occupies more than 500 square metres of gross floorspace in total. Reason: To comply with the employment restraint policies of the Structure Plan (Policy E4) and the South Oxfordshire Local Plan Policy E4.

That prior to the occupation of any of the units a Green Travel Plan which shall include consideration of the provision of a minibus service shall be submitted to and approved in writing by the Local Planning Authority. The Green Travel Plan shall then be implemented and maintained. Reason: To address issues of sustainability in accordance with Policies G1 and G2 of the adopted South Oxfordshire Local Plan.

That before any of the development hereby permitted is occupied, the parking and turning spaces shown on the approved plan or as amended/altered by the requirements of the Green Travel Plan referred to in Condition 8 shall be constructed and such spaces shall thereafter be kept permanently available for the use of employees and visitors to the site. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies G10, G11 and G2 of the adopted South Oxfordshire Local Plan.

That no development shall commence until a detailed schedule of works to convert buildings 5 and 7 has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G1, C10 and C11 of the adopted South Oxfordshire Local Plan.

That no extensions, additional floorspace (including the insertion of mezzanine floors) or alterations to the external appearance of the buildings shall be carried out, unless a planning permission in respect thereof has been granted, notwithstanding the provisions of the Town and Country Planning General Permitted Development) Order 1995 or any subsequent statutory modification or re-enactment thereof. Reason: To comply with the employment restraint policies of the Structure Plan (Policy E4) and the South Oxfordshire Local Plan Policy E4.

That no other development shall commence until the buildings shown to be demolished have been demolished and the materials therefrom removed from the land. Reason: To safeguard the character of the area in accordance with Policy G1 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of development a survey shall be carried out to investigate for the presence of bats in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority. Details of provision of appropriate alternative accommodation for any bats on the site shall then be submitted to and approved by the Local Planning Authority and the approved provision shall be made prior to the commencment of demolition works. Reason: As bats may be present and they are a protected species in accordance with Policy C14 of the adopted South Oxfordshire Local Plan.
