Conditions / Refusal Reasons
That having regard to the location of the site on this prominent corner plot and to the size and design details of the extension, the proposal represents an unacceptable form of development which would be detrimental to the character and appearance of the
Goring-on-Thames Conservation Area. As such the proposal would be contrary to policies CON 8 and CON 10 of the adopted South Oxfordshire Local Plan.
That having regard to the bulk, massing and design details of the extensions and to the site's relationship with the adjacent listed building, the John Barleycorn Public House, the proposal represents an acceptable form of development which would be detrimental to the setting of that listed building. As such the proposal would be contrary to policy CON 7 of the adopted South Oxfordshire Local Plan.
That having regard to the size of the site and the size of the two storey extension to provide a kitchenette and one bedroom flat the proposal represents an overdevelopment of the site resulting in a cramped appearance and unsatisfactory standards of residential amenity for the occupiers of the proposed residential unit. As such the proposal would be contrary to policies G8 and H11 of the adopted South Oxfordshire Local Plan.
That the site can not provide adequate parking facilities to meet the Council's standard for the office and proposed residential use. The proposal, if approved, would lead to competition for off site spaces and parking on the highway which would be detrimental to the safety and convenience of road users. As such the proposal would be contrary to policy G10 of the adopted South Oxfordshire Local Plan.
