That the site comprises an important open and undeveloped site adjoining a number of Listed Buildings and within the Long Wittenham Conservation Area.  The erection of a dwelling on this site would detract from the setting of the Listed Buildings and the character and appearance of the Conservation Area, contrary to Policies CON 7, 8 and 10 and Policy H5 of the adopted South Oxfordshire Local Plan.

That, having regard to the location of the balcony relative to the adjoining property, Cruckfield, the development would overlook the adjoining property, detrimental to the residential amenity of the occupants, contrary to Policy H11 of the adopted South Oxfordshire Local Plan.
