That, having regard to its size and to its separation from the dwelling at Summerlees, the use of the building for living accommodation would be tantamount to the creation of a separate dwelling in the countryside and would be likely to intensify vehicular use of an access lacking adequate visibility and generate additional turning movements into and out of the A4130 causing hazard and impeding the free flow of traffic to the detriment of users of that highway. As such the proposal would conflict with Policies H6 and G10 of the adopted South Oxfordshire Local Plan.
