That the development be carried out strictly in accordance with the particulars of the development contained in the application to seek permission for the development and the plan numbers 90382/930/100 10A and 90382/930/100 10B accompanying such application as amended by drawing number 90382/100 10A rev B with any approval which may be given in respect of the reserved matters and with any conditions which may be imposed in respect of such approval unless otherwise agreed by the Chief Planning Officer in writing. Reason: To ensure the details of the development are carried out in accordance with the application or any subsequent approval.

That in the case of any reserved matters, application for approval must be made not later than the expiration of three years beginning with the date hereof. Reason: By virtue of the provision of Section 92 (2) (a) of the Town and Country Planning Act, 1990.

That the development to which this approval relates must be begun not later than whichever is the later of the following dates:- a) the expiration of five years from the date of the grant of outline approval, or b) the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. Reason: By virtue of the provisions of Section 92 (2) (b) of the Town and Country Planning Act, 1990.

That the design and external appearance of all buildings and landscaping (hereafter referred to as "the reserved matters"), be reserved for subsequent approval by the Chief Planning Officer. Reason: The application is in outline only and not accompanied by detailed plans.

That the external walls and roofs of the buildings/dwellings be constructed and finished in accordance with a Schedule of Materials and Finishes which shall first have been submitted to and approved in writing by the Chief Planning Officer. Reason: To ensure the Materials and Finishes are compatible with the surrounding development.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Chief Planning Officer prior to the commencement of the development hereby permitted. The approved scheme shall be implemented in the first planting season following the first use of the approved development and thereafter be maintained to the complete satisfaction of the Chief Planning Officer. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of shrubs, as the case may be, of a species first approved by the Chief Planning Officer, be planted and properly maintained in a position or positions first approved by the Chief Planning Officer. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development.

That the Home for Older People and the Day Centre shall not be occupied until the access road, footpaths and car park have been completed in accordance with approved plans. Reason: In the interests of highway safety and to ensure that adequate car parking provision is made.

That no development shall take place within the application area until a staged programme of archaeological evaluation and mitigation has been implemented in accordance with a written scheme of investigation supplied by the developer. The work shall be carried out by a professional archaeological organisation acceptable to the Chief Planning Officer. Reason: That the development may affect sites of archaeological interest.

That the surface water from the access road/car park areas be discharged via deep trapped gullies having a minimum water seal of 85 mm or similar. Reason: To avoid pollution.

That the details of the treatment of all boundaries shall be submitted to and approved by the Chief Planning Officer before commencement of development. Any approved details which include landscaping shall be implemented in the first planting season after the first use of the approved development and thereafter be maintained to the complete satisfaction of the Chief Planning Officer. Approved boundary treatments other than landscaping shall be carried out before occupation of either the Older People or the Day Centre. Reason: In the interests of the amenities of the neighbouring residents.

That surface water source control measures shall be carried out in accordance with details which shall have been submitted to and approved in writing by the Chief Planning Officer before development commences. Reason: To prevent the increased risk of flooding and to improve water quality.
