Conditions / Refusal Reasons
That the development would be contrary to the provisions of the adopted South Oxfordshire Local Plan. In order to protect the District's countryside, settlements and environmental resources development which could have adverse effects will be resisted (Policy G1). Within larger Green Belt villages such as Clifton Hampden strict infill development, which is the filling of an appropriate small gap in an otherwise built-up frontage, may be permitted (Policies H4 and H5) provided in particular that the character of the area is not adversely affected and there are no overriding amenity and environmental objections. The site does not constitute an infill plot but is undeveloped land which contributes to the rural character of the area and to the setting of the Surgery, a building of character within the Clifton Hampden Conservation Area (Policies GB2 and H5).
That the development would be contrary to the provisions of the adopted South Oxfordshire Local Plan (Policies G8, Con 8 and Con 10). Having regard to the location and size of the site, the erection of a cottage and garage would represent a cramped, intrusive and incongruous form of development which would detract from the visual amenity of the street scene and from the character and appearance of the Clifton Hampden Conservation Area.
That the development would result in the loss of mature trees which contribute to the visual amenity of the street scene contrary to the provisions of the adopted South Oxfordshire Local Plan (Policies Con 15 and C16) and in particular their loss would be detrimental to the setting, character and appearance of the Clifton Hampden Conservation Area.
