Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the South Oxfordshire Local Plan.

That the ground floor shall be used only for purposes within Class B1(C) as defined within the Schedule to the Town and Country Planning (Use Classes) Order 1987 with ancillary offices in the areas shown on drawing 774/4 Rev B and for no other purpose notwithstanding any provisions within that Order or the Town and Country Planning (General Permitted Development) Order 1995. Reason: To ensure that adequate provision exists at all times for servicing and vehicle parking in accordance with Policy G11 of the South Oxfordshire Local Plan.

That no additional mezzanine or first floor shall be installed or used. Reason: To ensure that adequate provision exists at all times for servicing and vehicle parking in accordance with Policy G11 of the South Oxfordshire Local Plan.

That except as may be approved in writing by the Local Planning Authority no materials shall be deposited and no materials, goods, plant or machinery, including portacabins and vehicles, shall be stored, repaired, operated or displayed in the open. Reason: To safeguard the amenities of the area to ensure that vehicles can manoeuvre safely and conveniently; and to prevent flooding in accordance with Policies G1, G11 and G16 of the South Oxfordshire Local Plan.

That before first occupation and use of the building, provision for parking shall be made in accordance with a scheme approved in writing by the Local Planning Authority in accordance with drawing 774/3 Rev B subject to modification to provide marked bays for disabled persons in accordance with a scheme approved in writing by the Local Planning Authority and shall thereafter be retained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the South Oxfordshire Local Plan.

That before first occupation and use of the building, provision shall be made for covered secure cycle parking in accordance with a scheme which shall have been submitted to and approved in writing by the Local Planning Authority. Reason: To meet the needs of cyclists and in accordance with Policy G11 of the South Oxfordshire Local Plan.

That before first occupation and use of the building surface water drainage including source control measures shall be carried out in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To prevent flooding of adjoining land and to avoid pollution in accordance with Policy G16 of the South Oxfordshire Local Plan.

That there shall be no raising of existing ground levels on the site. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G9 of the South Oxfordshire Local Plan.

That, notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 no fence or wall shall be erected, apart from the building hereby permitted, unless it is designed to be permeable to flood water. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G9 of the South Oxfordshire Local Plan.

That, any previously tipped or contaminated material identified during the development shall be excavated and removed to a suitably licensed facility in accordance with details submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution of the water environment in accordance with Policy G7 of the South Oxfordshire Local Plan.
