Residential development of 18 dwellings comprising 2 houses and 16 flats with associated access and parking. (As amended by drawings accompanying letters dated 20 April 2000, 21 September 2000 and 23 November 2000)
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That details and samples of the materials to be used for all building and freestanding walls and for all roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory in accordance with
Policy G8 of the Council's adopted South Oxfordshire Local Plan.
That a landscaping scheme for the site, including the planting of live trees and shrubs, details of all ground surface treatments, and the designs of all walls, fences and railings shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with
Policy G9 of the Council's adopted South Oxfordshire Local Plan.
That the landscaping scheme shall include the erection of a 2 metre high wall along the south side of the private rear garden of Plot H and a 2 metre high wall or fence along the rear boundary of Plots H and I.
Reason: To protect local amenities in accordance with Policy G8 of the Council's adopted
South Oxfordshire Local Plan.
That a detailed scheme for secure cycle parking shall be submitted to and approved in writing by the Local Planning Authority before development commences. The approved scheme shall be implemented before first occupation of any dwelling and shall thereafter be retained and maintained.
Reason: To ensure satisfactory provision is made to enable residents to own and use cycles
in accordance with Policy G11 of the Council's adopted South Oxfordshire Local
Plan.
That the parking provision shall be as shown on the deposited drawing, reference 9198/300 Rev C all constructed, surfaced and laid out, retained and maintained to the satisfaction of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to
protect local amenities in accordance with Policy G11 of the Council's adopted
South Oxfordshire Local Plan.
That the four parking spaces shown hatched on drawing 9198/300 Rev C shall be landscaped in accordance with the provisions of Condition 3. If there proves to be a need for additional car parking some or all of the four spaces shall be provided within three months of written notice being given by the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to
protect local amenities in accordance with Policies G8 and G11 of the Council's
adopted South Oxfordshire Local Plan.
That the footway/cycleway shall be constructed to specifications submitted to and approved by the Local Planning Authority before first occupation of any dwelling.
Reason: To provide a satisfactory link between the site and the existing network in
accordance with Policies T5 and G11 of the Council's adopted South Oxfordshire
Local Plan.
That the first floor bathroom and lower part of the kitchen windows in the rear of Units C and D shall be obscure glazed before first occuption of the accommodation and shall thereafter be retained as such.
Reason: To ensure that the development is not unneighbourly in accordance with
Policy H11 of the Council's adopted South Oxfordshire Local Plan.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health in accordance with Poicy G7 of the Council's
adopted South Oxfordshire Local Plan.
