Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in the application to seek permission for the development and the plan numbers BPN629/B3010, F3000, B4401, B4400, B3750, B3700, B3270A and B3272A accompanying such application except as modified by conditions of this permission unless otherwise agreed by the Chief Planning Officer in writing. Reason: To ensure the details of the development are carried out in accordance with the application as approved.

That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That a scheme for the landscaping of the site including the planting of trees and shrubs, and details of all ground surface treatments, land levels, fencing and retaining walls shall be submitted to and approved in writing by the Chief Planning Officer prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Chief Planning Officer. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Chief Planning Officer, be planted and properly maintained in a position or positions first approved by the Chief Planning Officer. Reason: To help to assimilate the development into its surroundings.

That the existing trees, shrubs and hedges on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing by the Chief Planning Officer and to be implemented prior to the commencement of the development. Reason: To safeguard the character of the area.

That details of the location and design of all new external lighting shall be submitted to and approved in writing by the Chief Planning Officer before any development commences. Reason: To protect local amenities.

That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Chief Planning Officer before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance.

That all footways and cycleways shall be constructed before first opening of the road for public use and shall be surfaced to the satisfaction of the Chief Planning Officer. Reason: To ensure safe and convenient routes for pedestrians and cyclists.

That a detailed assessment of noise generated by use of the road by vehicular traffic including any necessary mitigation measures to ensure noise levels at the rear face of dwellings in Station Road and White Lees Close do not exceed 68dB LA10 18h shall be submitted to and approved in writing by the Chief Planning Officer with any approved mitigation measures being put in place before opening of the road for public use. Reason: To ensure reasonable standards of amenity for the occupants of those properties.

That car parking spaces to replace those lost in Roebuck Court shall be provided before the commencement of work on the proposed roundabout in accordance with details submitted to and approved in writing by the Chief Planning Officer. Reason: To comply with vehicle parking standards and to protect local amenities.

That details of surface water drainage including water source control, water quality and watercourse diversion measures shall be submitted to and approved in writing by the Chief Planning Officer before any development commences. Reason: To prevent the increased risk of flooding, improve water quality and to protect, restore or replace natural features of importance within or adjoining the watercourse.
