That having regard to its height and inappropriate fenestration details, the garage building would be out of scale and keeping with the surrounding modest garages and outbuildings along Singers Lane. As such the proposal would serve to dominate this narrow lane and the surrounding properties and it would fail to preserve or enhance the character and appearance of the St Marks Road Conservation Area. The benefits associated with the use of traditional materials would not outweigh the harm resulting from such a large building. The development would therefore be contrary to the Council's adopted policies contained in the South Oxfordshire Local Plan, particularly policies CON8 and CON10.
