That having regard to its excessive size and bulk, domestic appearance and prominent location along the front boundary of the site, the proposed garage building would dominate the existing cottage and would fail to respect its design, modest proportions and attractive character thus detracting from the setting of the Grade II listed building and the appearance of this part of the Chilterns Area of Outstanding Natural Beauty. As such the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON7 and C2.
