Conditions / Refusal Reasons
That the proposed car park, by reason of its siting adjacent to the rear gardens of 20 and 22 Greys Road, would result in unacceptable noise and disturbance that would adversely affect the residential amenities of the occupiers of these properties. Therefore the development would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1 and G8.
The proposed car park and extension would result in the loss of garden area and incursion of commercial uses into domestic curtilage that would be of detriment to the setting of 20 and 22 Greys Road as Grade II Listed Buildings and result in an unacceptable loss of garden space to the detriment of the amenities of the occupiers of 20 and 22 Greys Road. As such, the proposals would be contrary to the provisions of the South Oxfordshire Local Plan, particularly policies G1, G8 and CON7.
That the proposals would fail to provide a safe and convenient access to the public highway by reason of the narrow access and, due to the size of the car park and layout proposed, fail to provide sufficient parking, turning and manoeuvring space within the site to allow vehicles to enter and leave the site in a forward direction. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G10 and G11.
