That the proposed building, by reason of its siting, scale, mass and bulk, would appear unduly prominent and visually intrusive in the landscape to the detriment of the special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty and, by virtue of its design and materials, would represent an inappropriate form of development that would detract from the character and appearance of the area.  As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1, C2 and C8.
