That the proposals, by virtue of their scale, form, mass and bulk, would fail to respect the character and modest proportions of the existing dwelling to the detriment of its appearance.  Furthermore they would result in a dwelling of substantially greater scale, mass and bulk that would detract from the special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty.  As such, the proposals are contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H12 and C2.
