That having particular regard to the attractive, undulating and undeveloped character of the land to the south of Dog Lane and its significant contribution to the character of the surrounding countryside within the Chilterns Area of Outstanding Natural Beauty the playing of golf and the activities associated with it on the scale proposed would erode its informal rural character and diminish its secluded and tranquil qualities. As such the proposal would fail to conserve and enhance the character and appearance of this part of the Chilterns Area of Outstanding Natural Beauty and it would be contrary to the provisions of the approved Oxfordshire Structure Plan 2011, particularly policies G2, EN1 and EN4 and the Council's adopted South Oxfordshire Local Plan, particularly policies C2 and R5. There is no overriding need or other justification for the proposal that would outweigh the harm that would result.
