Conditions / Refusal Reasons
That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. Reason: To protect local amenities and to accord with policy G9 of the Council's adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings and to accord with policy G9 of the Council's adopted South Oxfordshire Local Plan.

That the building shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on drawing no. 925/02; and such parking provision shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with policy G10 of the Council's adopted South Oxfordshire Local Plan.

That no development shall commence until details of the treatment of the boundary of the site with 347 and 349 Reading Road have been submitted to and approved in writing by the Local Planning Authority. All works to this boundary shall be completed in accordance with the approved details prior to the first use of the building hereby permitted. Reason: To ensure that the development is not unneighbourly and to accord with policies E2 and G8 of the Council's adopted South Oxfordshire Local Plan.

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution and to accord with policy G7 of the Council's adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to accord with policy G17 of the Council's adopted South Oxfordshire Local Plan.

That the development shall not commence until a scheme has been submitted to and approved in writing by the Local Planning Authority to demonstrate the provisions to be made to control the noise emanating from the building. Thereafter the approved noise attenuation measures shall be carried out prior to the first use of the building. Reason: To ensure that the development is not unneighbourly and to accord with policy G8 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development a detailed site investigation shall be carried out to establish if the site is contaminated, to assess the degree and nature of the contamination present, and to determine its potential for the pollution of the water environment. The method and extent of this site investigation shall be agreed with the Local Planning Authority prior to the commencement of the work. Details of appropriate measures to prevent pollution of groundwater and surface water, including provisions for monitoring, shall then be submitted to and approved in writing by the Local Planning Authority before development commences. The development shall then proceed in strict accordance with the measures approved. Reason: To prevent pollution of groundwater and to accord with policy G7 of the Council's adopted South Oxfordshire Local Plan.

No soakaways shall be constructed such that they penetrate the water table and they shall not in any event exceed 1 metre in depth below existing ground level. Reason: To prevent pollution of groundwater and to accord with policy G7 of the Council's adopted South Oxfordshire Local Plan.

That the building shall only be used as a car repair workshop as specified in the application and shall not be used for any other purpose. Reason: Use for other purposes within Class B1 of the Town and Country Planning Use Classes Order 1987 could result in higher traffic generation and the need for additional parking facilities which cannot be provided on site in these circumstances the development would not comply with the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G10.
