Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the development shall be carried out strictly in accordance with the description of the development, plans and specifications contained in the application, subject to the amendments referred to above, and subject to the conditions hereby imposed. Reason: To secure the proper planning of the locality in accordance with policies CON6, CON10, TSM6, C16 and G10 of the adopted South Oxfordshire Local Plan.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To safeguard the character of the area in accordance with policies CON6 and CON10 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with policies CON6 and CON10 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a schedule and/or samples of all surfacing materials has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the setting of the Listed Building in accordance with policies CON7 and CON10 of the adopted South Oxfordshire Local Plan.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees on the land, and details of any to be retained, together with measures for their protection in the course of development. Reason: To protect local amenities in accordance with policies TSM6 and C16 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with policy TSM6 of the adopted South Oxfordshire Local Plan.

That development shall not commence until a scheme detailing all external lighting has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the lighting shall only be provided in accordance with the approved scheme unless otherwise first agreed in writing by the Local Planning Authority. Reason: In the interests of the amenities of the area in accordance with policy TSM6 of the adopted South Oxfordshire Local Plan.

That, notwithstanding any indication of details that may have been given in the application, no development shall take place until details of the internal positioning, height, design and materials of any chimney, extraction vent or extraction system to be provided in connection with the development/works have been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall not be carried out other than in accordance with the approved details. Reason: In order to safeguard the amenities of adjoining properties and ensure the details of the development respect the special architectural and historic interest of the listed building in accordance with policies TSM6 and CON6 of the adopted South Oxfordshire Local Plan.

That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance in accordance with policy CON16 of the adopted South Oxfordshire Local Plan.

That the extensions hereby permitted shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on the parking layout plan received on 22 November 2000; and such parking provision shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 and Appendix 2 of the adopted South Oxfordshire Local Plan.
