In the opinion of the Local Planning Authority, the proposed rear extension, by virtue of its design, scale, mass and bulk, would dominate and fail to be sympathetic to the character of the original structure, thereby detracting from the special architectural and historic interest of this Grade II Listed Building. Furthermore, the proposed internal and external alterations would involve the removal of historic features and adversely affect the special interest of the building to the detriment of its historic character and appearance. As such, the proposal is contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies CON5, CON6 and H12.

That, in the opinion of the Local Planning Authority, the proposed raised terrace represents an unneighbourly form of development as it would result in an unacceptable loss of privacy to the rear garden of 27 Church Street, to the detriment of the amenities of the occupiers of this property. As such, the proposal is contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policy H12.
