That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy H12 of the South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy H12 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the north-west and south-east elevations of the extensions hereby permitted other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly in accordance with Policy H12 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order) the garage accommodation forming part of the scheme hereby permitted shall be made available for the parking of non-commercial vehicles for the occupiers of 34 Nicholas Road prior to the first occupation of the habitable accommodation hereby permitted and retained thereafter as such. Reason: To ensure the provision and retention of off-street parking facilities in connection with the development and to preserve the amenities of the neighbourhood in accordance with Policy H12 and Appendix 2 of the South Oxfordshire Local Plan.

No development shall take place until a schedule and/or samples of all surfacing materials for the extended driveway has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall not be carried out other than in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policy H12 of the South Oxfordshire Local Plan.

That the extension shall not be occupied until the parking area shown on the block plan received on 3 August 2000 has been constructed, surfaced, laid out and made available for the occupiers of 34 St Nicholas Road for the parking of non-commercial vehicles. Thereafter, the area shall not be used for any other purpose. Reason: To ensure the provision and retention of off-street parking facilities in connection with the development and to preserve the amenities of the neighbourhood in accordance with Policy H12 and Appendix 2 of the South Oxfordshire Local Plan.
