Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the materials to be used for the making good of the walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with policy G8 of the Council's adopted South Oxfordshire Local Plan.

That the building shall only be used as offices by Watlington Parish Council and other local community organisations, as specified in the application. Reason: Inadequate car parking facilities exist to support a general office use. Use as a general office would therefore be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G11.

That prior to the first use of the building as a community office, the four parking spaces shown on drawing no C612/SK 1B accompanying the application shall be provided and laid out and shall thereafter be retained for use by staff and visitors to the community office. Reason: To ensure that there is space for parking of vehicles in accordance with policy G11 of the Council's adopted South Oxfordshire Local Plan.

That, notwithstanding the details shown in the application, the doors to the lobby of the meeting area shall be provided in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority to demonstrate that they will not open over the pavement. Such scheme shall be submitted to the Local Planning Authority prior to the commencement of any part of the development and thereafter the development shall only be carried out in accordance with the approved scheme. Reason: Doors opening over the pavement would represent a hazard to users of the pavement and the development would therefore fail to comply with policies G10 and G11 of the Council's adopted South Oxfordshire Local Plan.

That the existing trees and hedges on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of any work associated with the development hereby permitted. Reason: To safeguard the character of the area in accordance with policies G8 and C16 of the Council's adopted South Oxfordshire Local Plan.
