Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs of the extension and garage shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the special architectural and historic interest of the Listed Building in accordance with policies CON6 and C2 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors to the extension and garage has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the special architectural and historic interest of the Listed Building in accordance with policies CON6 and C2 of the adopted South Oxfordshire Local Plan.

That development shall not begin until plans of the site showing the existing and proposed ground levels and levels of thresholds of all proposed buildings has been submitted to and approved in writing by the Local Planning Authority. Such levels shall be shown in relation to a fixed and known datum point. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the special architectural and historic interest of the Listed Building in accordance with policies CON6 and C2 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a schedule and/or samples of all surfacing materials has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the setting of the Listed Building in accordance with policies CON7 and C2 of the adopted South Oxfordshire Local Plan.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. Should any of the retained trees and hedgerows die, become seriously damaged or destroyed during construction of the development hereby permitted or within a period of 3 years following the substantial completion of the development, they shall be replaced with species to first be agreed in writing with the Local Planning Authority. Such planting to be implemented as approved within 12 months of the loss of the previously existing planting. Reason: To safeguard trees and hedge plants which are of amenity value in accordance with policies C2 and C16 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with policy C2 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed parking layout plan incorporating cycle park facilities and signage has been submitted to and approved in writing by the Local Planning Authority. No part of the development shall be brought into use before the approved parking scheme has been constructed, laid out and made available for vehicle parking, the cycle park facilities provided and made available, and the signage erected. The facilities shall thereafter be permanently retained and maintained in accordance with the approved scheme unless the Local Planning Authority otherwise first agrees in writing. Reason: To ensure the details of the development are satisfactory, to comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with policies C2, G10, G11 and TSM6 and Appendix 2 of the adopted South Oxfordshire Local Plan.

That details of the surface water drainage works and septic tank shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Thereafter, the approved drainage works and septic tank shall be installed prior to the first use of the extension hereby permitted. Reason: In the interests of public health in accordance with policies G1, G6, G17 and TSM6 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows or rooflights shall be constructed in the west elevation/roofslope of the extension other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly in accordance with policy TSM6 of the adopted South Oxfordshire Local Plan.

That all rainwater goods shall be constructed of cast iron. Reason: To secure a satisfactory external appearance and ensure the details of the development respect the special architectural and historic interest of the Listed Building in accordance with policies CON6 and C2 of the adopted South Oxfordshire Local Plan.

That the extension shall not be brought into use until the existing northern site access has been altered and constructed in accordance with the approved plans and to the specification of Oxfordshire County Council. Reason: In the interests of highway safety and convenience in accordance with policy G10 of the adopted South Oxfordshire Local Plan.

That the extension shall not be brought into use until the existing southern site access is permanently and effectively closed in accordance with a scheme which shall have previously been submitted to and approved in writing by the Local Planning Authority pursuant to condition 6 of this permission. Reason: In the interests of highway safety and convenience and to ensure appropriate parking, turning and manoeuvring within the site in accordance with policies G10 and G11 of the adopted South Oxfordshire Local Plan.

That other than the extraction details shown on plan AGF:00:256:1 and detailed in the accompanying letter dated 1 August 2000 no additional extraction or ventilation equipment that would affect the external appearance of the building shall be installed unless otherwise first agreed in writing by the Local Planning Authority. Reason: To secure a satisfactory development and to protect the amenities of neighbouring properties in accordance with policies CON6, C2 and TSM6 of the adopted South Oxfordshire Local Plan.

That no additional floorspace shall be created in the roof/first floor of the extension without the prior, express planning permission of the Local Planning Authority. Reason: To ensure the details of the development are satisfactory and to protect the amenities of the area by virtue of the increased parking requirement in accordance with policies C2, G11 and Appendix 2 of the adopted South Oxfordshire Local Plan.

That development shall not commence until a scheme detailing all external lighting has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the lighting shall only be provided in accordance with the approved scheme unless otherwise first agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area and in the interests of the amenities of neighbouring properties in accordance with policies C2 and TSM6 of the adopted South Oxfordshire Local Plan.
