Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

Prior to the commencement of development, a sample of the surfacing material for the riding arena shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only take place in accordance with the approved details. Reason: To safeguard the character of the area in accordance with policy C2 of the South Oxfordshire Local Plan.

The riding area hereby approved shall only be used for the keeping/exercising of horses all of which are in the ownership or control of the occupiers of Greenmoor House and kept for private non-commercial purposes. Reason: To avoid the introduction of commercial uses in this location and to protect the amenities of neighbouring properties in accordance with policies C2 and R10 of the South Oxfordshire Local Plan.

That all excess materials resulting from the earthworks hereby permitted shall be removed from the site prior to the first use of the riding arena. Reason: To safeguard the character of the area in accordance with Policy C2 of the South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no means of lighting shall be erected on the site without the prior express planning permission of the Local Planning Authority. Reason: To safeguard the character of the area and the interests of the amenities of neighbouring properties in accordance with policies C2 and R10 of the South Oxfordshire Local Plan.

The riding arena hereby permitted shall only be used between the hours of 08:00 and 19:00. Reason: In the interests of the amenities of the occupiers of neighbouring properties in accordance with policy R10 of the South Oxfordshire Local Plan.
