Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That notwithstanding any indications as to those matters which may have been given in the application, no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes for the external walls and roof of the building. Reason: To ensure that the details of the development are satisfactory and to accord with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That all rainwater goods shall be constructed of cast iron. Reason: To ensure that the details of the development are satisfactory and to accord with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, rooflights and means of ventilation has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to accord with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That the existing wagon door in the south west elevation of the building shall be obscure glazed and fixed shut prior to the first use of the building for office purposes and shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly and to accord with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows or rooflights shall be constructed in the north west and south west elevations of the building other than those expressly authorised by this permission. Reason: To ensure that the development is not unneighbourly and to accord with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That the farm shop shall be restricted to the area shown on drawing no HC/CFB 002B accompanying the application and, unless otherwise agreed in writing by the Local Planning Authority, shall only be used to sell produce from Conway Farm and Rocky Lane Farm and items to serve the adjacent livery yard. Reason: The site is not considered to be in an appropriate location for an unrestricted retail unit because this would result in additional traffic movements in a rural area detrimental both to the character of the area and the amenities of local residents contrary to policy G11 of the Council's adopted South Oxfordshire Local Plan

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with policy G17 of the Council's adopted South Oxfordshire Local Plan.

That the walled area to the rear (south) of the barn shall not be used for the parking of vehicles at any time and no vehicular access shall be provided to this area. Reason: To ensure that the development is not unneighbourly and to comply with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping for the walled area to the rear (south) of the barn. All planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings, to ensure that the development is not unneighbourly and to comply with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That the use of the building as a farm shop and for office use shall be restricted to the hours of 8.00 am to 6.00 pm Monday to Saturday and no work shall take place and the premises shall not be used on Sundays or Bank Holidays. Reason: To ensure that the development is not unneighbourly and to comply with policy C11 of the Council's adopted South Oxfordshire Local Plan.

That no external lighting shall be provided on the building or the site unless the details have first been submitted to and agreed in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings, to prevent light pollution and to comply with Policy C11 of the Council's adopted South Oxfordshire Local Plan.
