Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory and to accord with policy G8 of the Council's Adopted South Oxfordshire Local Plan.

That the extension shall not be occupied until the parking provision has been constructed, surfaced and laid out, as shown on drawing no. 1099 HVC 10 B; and such parking provision shall be retained thereafter. Reason: In the interests of highway safety and convenience and to accord with policy G11 of the Council's Adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To protect local amenities and to accord with policy C16 of the Council's Adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the provision of boundary fencing and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed withing 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surrounding area.

That there shall be no deliveries to, or collections from the premises as extended between the hours of 7.00 pm and 7.00 am. Reason: To ensure that the development is not unneighbourly.

That the number of consulting rooms provided shall not exceed three as shown on the drawing no. 11.1 Rev B. Reason: That the provision of additional consulting rooms would be likely to attract more cars to the site which would in turn be likely to lead to car parking difficulties conflicting with policy G11 of the Council's Adopted South Oxfordshire Local Plan.
