Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the commencement of the development details of the surface materials to be used shall be submitted to and be agreed in writing by the Local Planning Authority and the surfacing shall be carried out and thereafter be retained in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory.

That the car park shall only be used for the parking of cars in connection with functions and activities at Russells Water Village Hall. Reason: To protect local amenities.

That details of any lighting to be provided shall be submitted to and be approved in writing by the Local Planning Authority and thereafter the lighting shall be installed and retained in accordance with the approved details. Reason: To protect local amenities.

That a hedge of a species to be first agreed in writing with the Local Planning Authority shall be planted along the western boundary of the land prior to first use of the car park and such hedge shall be so tended as to grow to, and remain at, a height of not less than 2 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings.

That the area of land to be hard surfaced shall be restricted to the area coloured solid yellow on drawing reference VHRW PARKING accompanying the application. Reason: To protect local amenities.

That within 6 months of the cessation of the use of the land as a car park the surface material shall be removed from the land. Reason: To safeguard the character of the area.

That the existing hedge along the whole of the eastern boundary of the land shall be retained and properly maintained at a height of not less than 1.8 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings.
