Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no plant or machinery, including motor vehicles, shall be operated or repaired in the open except as may be agreed in writing by the Local Planning Authority. Reason: To protect local amenities.

That the use hereby permitted shall not commence until space has been laid out within the site for car parking, for the loading and unloading of goods and service vehicles and for vehicles to turn so that they may enter and leave the site in forward gear, in accordance with the submitted 'proposed use' block plan accompanying the application and such areas shall not thereafter be used for any purpose other than that for which they are provided. Reason: To comply with the Local Planning Authority's vehicle parking standards to protect local amenities.

The use of the existing building to provide a trade counter shall be limited to the area edged red on the attached plan. No other part of the building or site shall be used for this purpose. Reason: To safeguard the character of the area and in the interests of highway safety and convenience.

That the use of part of the existing building for milling by two saws and one plane shall be limited to no more than 50% of the area edged green on the attached drawing. No other part of the building or site shall be used for this purpose. Reason: To safeguard the character of the area and to protect local amenities.

That the door on the north-western elevation of the existing building, which provides access to the milling area, shall be kept closed at all times when machinery is in operation. Reason: To protect local amenities.

That before the use commences the building shall be insulated to provide sound attenuation against internally-generated noise in accordance with a scheme first approved in writing by the Local Planning Authority. Reason: To protect local amenities.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health.

That no soakaways shall be constructed such that they penetrate the water table and they shall not in any event exceed 2 metres in depth below existing ground level. Reason: To prevent pollution of the water environment.

That no soakaways shall be constructed in contaminated ground. Reason: To prevent pollution of the water environment.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity.

That existing ground levels on the site shall not be raised. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity.

That a buffer zone 8 metres wide alongside Berry Brook shall be established in accordance with details to be submitted to and agreed in writing by the Local Planning Authority prior to the commencement of the use hereby approved. Reason: To maintain the character of the watercourse and provide undisturbed refuges for wildlife using the river corridor.
