Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That the building shall not be occupied until space has been laid out within the site for car parking, the loading and unloading of goods and service vehicles and for vehicles to turn so that they may enter and leave the site in forward gear, in accordance with Plan reference P/MV/CSP/07 accompanying the application and such areas shall not thereafter be used for any other purpose. Reason: In the interests of highway safety and convenience in accordance with Policy G11 of the Council's adopted South Oxfordshire Local Plan.

That the existing building shall be demolished and all the materials removed from the site, unless any are re-used for the new building, within one month of the first occupation of the new building. Reason: To secure the proper planning of the locality in accordance with Policy G1 of the Council's adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area in accordance with Policy C16 of the Council's adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the provision of boundary fencing and screen walling, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the Council's adopted South Oxfordshire Local Plan.

That before the building hereby permitted is occupied, provision shall be made for safe and secure parking for twelve cycles at the site. Reason: To provide satisfactory provision for cyclists needs in accordance with Policy T5 of the Council's adopted South Oxfordshire Local Plan.

No external lighting shall be provided as part of the development hereby permitted unless in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority, such details to make provision for the level of intensity of illumination at which the lighting is to be provided and retained. Reason: To safeguard the character of the area in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.
