That the variation of condition 3 of planning consent P92/N0047 as proposed would allow separate restaurant and other facilities to operate from the building which would be inappropriate development which is, by definition, harmful to the Green Belt, contrary to Policy G4 of the Oxfordshire Structure Plan 2011 and Policy GB2 of the South Oxfordshire Local Plan and Government advice in PPG2.
