That the building is an attractive building with a distinctive architectural character that reflects its former use as a Primitive Methodist Chapel. The erection of a flat-roofed first floor extension represents an unsympathetic addition which detracts from the character and appearance of the building. The building is prominently located within the Moreton Conservation Area and contributes positively to the attractive streetscape of the area. The extension fails to preserve or enhance the character or appearance of the conservation area. As such, the development is contrary to Government advice contained within PPG15 and to adopted South Oxfordshire Local Plan policies, particularly policies CON8, CON10 and H12.
