Description
Construction of an extension to and alteration of the existing park and ride car park including 462 additional car parking spaces (making a total of 945 spaces), extension of A40 slip road, new bus stand incorporating staff office, toilets, bus shelter and information point, conversion of existing bus stand to cycle shelter, relocation of existing recycling point, security lighting and cameras, repositioning of existing agricultural access, landscaping and balancing pond.
Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in the application to seek permission for the development and the plan numbers A94334/921/004 2305B /2138E /2320D /2173D /2290C accompanying such application except as modified by conditions of this permission unless otherwise agreed by the Chief Planning Officer in writing.
Reason: To ensure the details of the development are carried out in accordance with the application as approved.
That development must be begun not later than the expiration of five years beginning with the date hereof.
Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.
That no development shall commence on site until the applicant has secured the implementation of a staged programme of archaeological evaluation and mitigation measures in accordance with a written scheme of investigation which shall first have been submitted to and approved by the Chief Planning Officer. The programme of work shall include all processing, research and analysis necessary to produce an accessible and usable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation that has first been agreed in writing by the Chief Planning Officer.
Reason: To safeguard the identification and preservation of sites of archaeological interest.
That no development shall take place until the trees and hedgerows on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence in accordance with B.S. 5837:1991, and with the written requirements (copy attached) of the Chief Planning Officer relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carrried out within the fenced areas.
Reason: To ensure the protection of trees and hedgerows on the land and to preserve the amenities of the locality.
That prior to the commencement of the development a scheme for the landscaping of the site, including details of trees and shrubs to be planted and earth mounding, shall be submitted to and approved in writing by the Chief Planning Officer.
Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development.
That the approved landscaping scheme shall be implemented in the first planting season following substantial completion of the approved development and thereafter be maintained to the complete satisfaction of the Chief Planning Officer. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of shrubs, as the case may be, of a species first approved by the Chief Planning Officer, be planted and properly maintained in a position or positions first approved by the Chief Planning Officer.
Reason: In the interest of the visual amenities of the area and to ensure the creation of a pleasant environment for the development.
That full details of the fencing along all boundaries of the site shall be submitted to and approved in writing by the Chief Planning Officer prior to the commencement of the development, and such works of fencing shall be erected prior to the first use of the car park.
Reason: In the interests of the visual amenities of the area.
That any alterations to the car park layout, buildings or landscaping hereby approved shall first be agreed in writing by the Chief Planning Officer, following consultations with Oxford City Council and Thames Valley Police, before any such alterations are implemented.
Reason: In the interests of the visual amenities of the area.
That the external walls and roofs of all buildings be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Chief Planning Officer.
Reason: In the interests of the visual amenities of the area.
That all roads, footpaths and car parking spaces on the site be laid out, constructed, surfaced and drained in all respects to the satisfaction of the Chief Planning Officer.
Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout etc. for the development.
That prior to the commencement of the development, details of the access arrangements to the site shall be submitted for approval in writing by the Chief Planning Officer and such details shall be implemented before the site is brought into use.
Reason: In the interests of highway safety.
That prior to the commencement of the development full details of the proposed CCTV system, street lighting, floodlighting, cowling and predicted overspill levels of light shall be submitted to and approved in writing by the Chief Planning Officer.
Reason: In the interests of the visual amenities of the area.
That the hours of use of street lighting/floodlighting shall be submitted to and approved in writing by the Chief Planning Officer.
Reason: In the interests of the visual amenities of the area.
That a detailed scheme for all foul and surface water drainage works shall be submitted and approved in writing by the Chief Planning Officer prior to the commencement of the development.
Reason: To ensure drainage details are satisfactory and to avoid pollution.
That the surface water from car park areas be discharged via deep trapped gullies incorporating a minimum water seal of 85mm or similar and via an oil/grit interceptor.
Reason: To avoid pollution.
Surface water attenuation/storage works shall be carried out in accordance with details which shall be submitted to and approved in writing by the Chief Planning Officer before development commences.
Reason: To prevent the increased risk of flooding.
