Conditions / Refusal Reasons
That the use of this agricultural building as a residential unit in this open countryside location is considered to be inappropriate development, which would be contrary to the provisions of the approved Oxfordshire Structure Plan, particularly policies G1, G2, and G5 and the South Oxfordshire Local Plan, particularly policies G1, G5, C2 and H6. The Local Planning Authority is not satisfied that there is an essential need for residential accommodation on the site that should give rise to an exception being made to the development plan policies.
The building is not suitable for residential use without significant alteration, which would damage its character as a simple agricultural building. In any event it is not accepted that the building is of a form, bulk and design in keeping with its attractive Chiltern's Area of Outstanding Natural Beauty surroundings. Other uses of the building have not been explored and found to be unacceptable in planning terms. Therefore the development is contrary to Policy C11 of the South Oxfordshire Local Plan.
The dwelling would be confined to a building otherwise used for agriculture and/or stabling, which is close to other industrial uses, and no provision has been proposed for private domestic amenity space. Accordingly the proposal fails to provide adequate standards of privacy and residential amenity and is therefore contrary to the residential housing standards of Policy H11 (parts vi and x) of the South Oxfordshire Local Plan.
