That the proposals are contrary to policy H12 of the Council's adopted South Oxfordshire Local Plan and to the advice given in the Council's Design Guide for House Extensions. Having regard to the excessive size, bulk and massing of the proposed extension and to its siting on the boundary with 16 Willow Road, the proposals would result in a cramped over development of the site, and an overbearing and intrusive form of development that would detract from the residential amenities currently enjoyed by the occupants of 16 Willow Road, and from the appearance of the street scene.
