By virtue of their excessive height and visually impermeable form, the fence, gate and extended pillars constitute an intrusive form of development that is detrimental to the setting of the Grade II listed Toll House. As such, the development is contrary to advice contained in PPG15, particularly that contained in paragraphs 2.16 - 2.17, and to policies G1, G8 and CON7 of the adopted South Oxfordshire Local Plan.
The 'sculpted' form of the fence is modern and obtrusive in appearance and thereby constitutes an unsympathetic form of development that is detrimental to the historic character and appearance of the Grade II listed Toll House. As such, the development is contrary to advice contained in PPG15, particularly that contained in paragraphs 3.1 - 3.4, and to policies G1, G8 and CON6 of the adopted South Oxfordshire Local Plan.
