Having regard to the excessive size, bulk and massing of the extension, which would also involve the covering up of some timber framing and possibly cutting back the existing thatch, the proposals would result in a form of extension that would dominate and detract from the small scale nature of the existing cottage, and from the appearance of the cottage within the Chalgrove Conservation Area. The proposals are, thereby, contrary to policies CON6 and CON8 in the South Oxfordshire Local Plan, and the provisions of PPG15.

That having regard to the location of the extension alongside the garden of the adjoining property and to the location of the proposed rooflights, the proposals would result in an unneighbourly form of development by reason of overlooking, which would detract from the privacy and amenity of the adjoining property. The proposals would therefore be contrary to policy H12 set out in the adopted South Oxfordshire Local Plan.
