Increased traffic associated with the proposed change of use of the buildings would increase conflict with other users of the highway and public rights of way in the locality. Furthermore, visibility is considered to be constrained at the access due to existing buildings, vegetation and the gradient on egress, and the conversion to a Class B8 use will increase the number of movements using a constrained access. No vehicular swept path analysis has been demonstrated to include movements for HGV's accessing and egressing the site. As such the proposal conflicts with the aims of paragraphs 100, 110 and 111 of the National Planning Policy Framework. Under the provisions of paragraph W of Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) prior approval is refused as to the transport and highways impacts of the development.
Increased noise associated with the proposed change of use would cause harm to the amenity of nearby residents and would also harm the tranquillity of this part of the Chilterns Area of Outstanding Natural Beauty. As such the proposal conflicts with the aims of Paragraph 185 of the National Planning Policy Framework. Under the provisions of paragraph W of Part 3 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) prior approval is refused as to the noise impacts of the development.
