Conditions / Refusal Reasons
The proposed scheme would result in the loss of the existing ancillary barn / function room which provides a valued community facility of which no suitable alternative provision already exists within the settlement or immediate surrounding area. Furthermore, due to the lack of any independent assessment or viability appraisal submitted as part of this application it has not been possible to fully assess whether the loss of the function room space would undermine the vitality and viability of The Three Horseshoes public house which is an essential community facility. As such, the proposal is contrary to policies STRAT1, CF1 and EMP3 of the South Oxfordshire Local Plan 2035 and guidance contained within the National Planning Policy Framework.

Due to the loss of historic fabric, by way of the doorway opening between the barn and the attached outbuilding, to allow for the proposed internal layout and more generally due to its conversion to a dwelling, the development proposals would result in a low level of less than substantial harm to the significance of a designated Grade II listed barn. The public benefits of the single residential dwellinghouse proposed are modest and do not outweigh the identified harm to the significance of the designated heritage asset. As such, the proposal is contrary to policies STRAT1, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035 and paragraph 202 of the National Planning Policy Framework.

Due to the proximity of the proposed dwelling and residential curtilage to the existing and retained commercial uses at the public house and associated parking areas, service yards and beer gardens the occupiers of the proposed dwelling would be subject to issues of overlooking, noise and nuisance. The development forms an incompatible mix of uses across the site which would fail to provide a satisfactory standard of living environment for the future occupants of the proposed dwelling contrary to policies ENV11 and DES6 of the South Oxfordshire Local Plan 2035.
