The development has an urbanising impact on the site and its surroundings that fails to respect the rural character of the site, the surrounding landscape and the existing pattern of development in the area. The development is therefore contrary to policy CSQ3 of the South Oxfordshire Core Strategy 2027; saved policy D1 of the South Oxfordshire Local Plan 2011; draft policies DES1 and DES2 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contain in the National Planning Policy Framework aimed at achieving good design and respect for local distinctiveness.
The development has an urbanising impact on the site and its surroundings that is harmful to the landscape and scenic beauty of the Chilterns Area of Outstanding Natural Beauty. The development is therefore contrary to policy CSEN1 of the South Oxfordshire Core Strategy 2027; draft policy ENV1 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contained in the National Planning Policy Framework aimed at protecting Areas of Outstanding Natural Beauty from adverse development.
The urban appearance of the development is not in keeping with the character of the open countryside landscape in which it is located and therefore also diminishes the landscape setting of the adjoining settlement. The extent to which the natural appearance of the site has been altered by earthworks is also contrary to the character of the countryside and its landscape. This is contrary to saved policies G2, G4, C4 and C9 of the South Oxfordshire Local Plan 2011; draft policy ENV1 of the Emerging South Oxfordshire Local Plan 2034; and government guidance contained in the National Planning Policy Framework aimed at protecting the countryside and valued landscapes.
The application site is situated in an unsustainable location with inadequate access to public transport. Insufficient provision has been made for safe access to the highway network with adequate parking to support an uncertain proposed use. Sufficient provision of access and parking cannot be made in a discreet, sensitive and environmentally acceptable manner. The development is therefore contrary to saved policies D2, T1 and T2 of the local plan; policy CS1 of the core strategy; draft policy TRANS5 of the emerging local plan; and government guidance contained in the National Planning Policy Framework aimed at achieving sustainability and highway safety.
