As a result of the limited proposed private amenity spaces and poor levels of daylight and sunlight, the proposal would fail to provide an acceptable quality of living environment for the occupants of the proposed flats. As such, the proposal would conflict with Policy DES5 of the South Oxfordshire Local Plan 2035 and advice within the South Oxfordshire Design Guide.
The proposed development would, by virtue of its inappropriate scale, bulk and massing, result in a visually intrusive and dominant form of development which would cause material harm to the enjoyment of the neighbouring gardens and adverse losses of daylight, sunlight and outlook to a number of windows serving primary living accommodation. As such, the proposal is contrary to Policy DES6 of the South Oxfordshire Local Plan 2035 and advice within the South Oxfordshire Design Guide.
