Outline application for an equestrian fitness and rehabilitation centre, with ancillary buildings, parking and landscaping (Transport Statement received 20 July 2020 & Flood Risk Assessment received 14 September 2020).
Conditions / Refusal Reasons
The proposed development, by reason of its scale, massing, height and appearance, would be harmful to the landscape character of the area and to the visual amenity of the area. The proposals are be contrary to the NPPF, particularly paragraphs 127, 130 and 170, South Oxfordshire Core Strategy Policies CSEN1 and CSQ3 and South Oxfordshire Local Plan Policies D1 and G2.
Insufficient information has been provided to demonstrate that the proposal would not be at risk of surface water flooding or increase the flood risk elsewhere. Therefore the proposals are contrary to the NPPF, particularly paragraphs 163 and 165, and South Oxfordshire Local Plan Policy EP6.
Insufficient information has been provided to demonstrate that the proposals would not harm ecology and habitats on the site and in the local vicinity, particularly European Protected Species. The applicant has also failed to demonstrate that there would be a net gain in biodiversity under the proposals Therefore the proposals are contrary to the NPPF, particularly paragraphs 170 and 175, South Oxfordshire Core Strategy Policy CSB1 and South Oxfordshire Local Plan Policy C6.
Insufficient information has been provided to demonstrate that the proposals would not harm the existing trees on site, that are important for their amenity value and importance in the landscape. The proposals are contrary to the NPPF particularly paragraph 170, South Oxfordshire Core Strategy Policies CSEN1 and CSQ3 and South Oxfordshire Local Plan Policy C9.
