The application site is outside of any of the districts towns and villages and is a location where any change will need to relate to very specific needs. The application proposes to change an open field to a large-scale built development of an industrial appearance and the council is not satisfied that the development needs to be in this isolated rural location. As such, the application is contrary to the locational strategy in the Development Plan, specifically Policy CSS1 of the South Oxfordshire Core Strategy, and the provisions of the National Planning Policy Framework.
The proposed Gas Fired Electricity Generating Facility would form an intrusive and incongruous feature in this predominately rural area. It would result in harm to the visual amenity of the locality and fail to strengthen local distinctiveness. As such, the proposal is contrary to the provisions of the National Planning Policy Framework, Policy CSEN1 of the South Oxfordshire Core Strategy and Policies G2, G4 and D1 of the South Oxfordshire Local Plan 2011.
Insufficient evidence has been submitted to fully assess the potential impact of the development on great crested newts (GCN), which are a European Protected Species. There is a reasonable likelihood that GCN exist in the landscape surrounding the development site and that the proposal would have an adverse impact on the habitat of the GCN and the protection of the species. The absence of adequate evidence regarding potential impacts on a European Protected Species is contrary to the provisions of the National Planning Policy Framework, Policy CSB1 of the South Oxfordshire Core Strategy, and Policies C6 and C8 of the South Oxfordshire Local Plan 2011.
The proposal would result in the erosion of the rural setting of the listed buildings of Rycote Farm which contributes to their historic interest and overall significance. This would result in less than substantial harm that is not outweighed by public benefits and is contrary to the provisions of the National Planning Policy Framework, Policy CSEN3 of the South Oxfordshire Core Strategy and Policy CON5 of the South Oxfordshire Local Plan 2011.
